My Lord,
I now enclose for the information of Your Lordship and
the Boxer Indemnity Deputation twelve copies of a memorandum on
the debts due to this University on account of certain scholars
sent to it by the President of the Chinese Republic and various
Chinese Provincial Governments. Your Lordship will see from the
statement attached to the memorandum that the debt still due to
this University on account of the scholars referred to above
amounts to (H.K.) $106,780.29. Your Lordship and the members
of the Deputation will appreciate the fact that these scholars
have been educated, housed, fed, provided with books, and in some
cases even clothed at the expense of this University.
The authorities of the University have always hoped that
eventually the money would be paid in full and held that it would
not be fair to the scholars concerned to send them away in the
course of their University careers. Some payments have been re-
ceived but the doubtful nature of these outstandings as assets in
the unsettled state of China which has prevailed for some years,
and still prevails, has compelled the University to set aside
every year an amount of money against these claime. Thus, money
